  • Perceived behavioral control is a person’s perception of how easy or difficult it is to do the desired activity. Perceived behavioral control fluctuates according to situations and acts, resulting in a person’s sense of behavioral control changing depending on the scenario. On May 12, 2009, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) was established as a government company under Republic Act No. 9593, or the Tourism Act of 2009, which replaced the Philippine Tourism Authority (PTA). Atty. Maria Anthonette C. Velasco-Allones is the new Chief Operating Officer (COO) of the Tourism Promotions Board (TPB) Philippines, the Department of Tourism’s marketing and promotion arm.

Atty. Velasco-Allones has been a Career Executive Service Officer since 2010, and she brings to TPB her vast civil service management experience. She was the Executive Director of the Career Executive Service Board (CESB) from 2007 to her appointment. In 2009 and 2010, the UN-Asia Pacific Center for ICT awarded CESB worldwide recognition for “bridging the information and communications technology (ICT) capability gap of government executives in the Philippines to achieve socio-economic and development goals” under her leadership. She successfully led the CESB’s administrative reforms and program innovations in support of the country’s top career senior officials’ leadership capacity building.

From 1999 to 2001, she was Assistant Secretary for Personnel at the Department of Defense, and from 2001 to 2006, she was Assistant Secretary at the Department of Labor and Employment.

Last year, Atty. Velasco-Allones, an Outstanding Alumni of the National Defense College of the Philippines, was honored by the Unibersidad de Santa Isabel in Naga City with the Outstanding Vincentian Alumni Award for Leadership Excellence and Service.

Atty. Velasco-Allones graduated from the University of the Philippines with a Bachelor of Arts in Political Science and a Bachelor of Laws. She earned her Master of Public Administration from the National University of Singapore’s Lee Kuan Yew School of Public Policy and Harvard University’s Kennedy School of Government’s joint program.

She is currently a member of the Ateneo School of Government’s core faculty and a resident faculty member of CESB’s Leadership and Management Proficiency Program.

In 2009, she received the renowned Ten Outstanding Young Men (TOYM) award in the field of Human Resource Development in government service in the Philippines for her broad and impressive achievements in the public sector, organizational development, and strategic human resource management.

TPB’s ongoing campaign to oversee all domestic and worldwide marketing and promotional efforts for Philippine tourism and the Meetings, Incentives, Conferences, and Events (MICE) industries will be led by Atty. Velasco-Allones.
